Otis passed away at McKinney Place in Logansport, Indiana, at the age of 102. He was the son of the late Franklin Otis and Mary Elizabeth Opal (Butcher) Baker. On March 25, 1944, in Grass Creek, Indiana, he married Ethel S. Pfeiffer, who preceded him in death on February 3, 2004.

Otis retired in 1976 after 33 years as a teacher and principal in the Cass County School Systems. He graduated in 1932 from Decatur High School before graduating in 1939 from Indiana Central College of Indianapolis. He went on to receive his Masters Degree from Butler University.

Otis was a member of Main Street United Methodist Church.

In addition to his wife and parents, he was preceded in death by one son, Byron L. Baker, and three sisters, Edith C. Kling, Norma M. Angler, and Eldora Brady.

His funeral was held on Tuesday, August 9, 2016, in Gundrum Funeral Home with Pastor Damon Soper officiating. Burial was with full military graveside rites.
