Felty was born on August 14, 1953 in Tuscola, a son of John G. and Katie (Beachy) Marner. He married Lydia Mae Mullet on August 16, 1975 in Middlefield, Ohio. He was preceded in death by his parents and one grandson, Cole Gabriel Miller.
Felty is survived by his wife; five children, Juanita Josephine Marner, Heather DeAnn (Drew) Miller, Heidi Denise Marner, John Frederick Marner and Joshua Val Marner; four grandchildren; two brothers, Andrew J. (Lynn) Marner and Daniel J. (Irene) Marner and two sisters, Sarah Ann (Steven) Henry and Dorothy (Reuben) Hostetler.
Felty was a member of the Pleasant View Church in rural Arcola. He worked at Okaw Truss in Chesterville.
