U.S. Congressman. Born in Carmichaels, Pennsylvania, he attended Greene Academy, Waynesburg College, graduated from Princeton College in 1893, studied law, was admitted to the bar in 1894 and commenced to practice law in Waynesburg, Pennsylvania. During the Spanish-American War and the Philippine Insurrection, he served as a Captain in command of K Company, in the 10th Pennsylvania Volunteer Infantry, US Army. After the war, he helped to reorganize the Pennsylvania National Guard and later retired with the rank of Colonel. In 1911, he was elected as a Republican to the Sixty-second Congress, serving until 1913. An unsuccessful candidate for reelection, he was commander in chief of the Veterans of Foreign Wars, (1914-15) when elected as a Republican to the Sixty-fourth, Sixty-fifth and Sixty-sixth Congresses, serving (1915-21). He was then was subsequently elected to the Sixty-seventh Congress to fill the vacancy caused by the death of Mahlon M. Garland, serving (1921-23). After his term, he was appointed special assistant to the Attorney General of the United States, assigned to the War Frauds Division, (1923-24). He then was vice president of the Union Deposit and Trust Company, until his death at age 59 in Waynesburg, Pennsylvania.
