James Horan was appointed Fire Marshal of Chicago in 1906. He immediately began to renovate the Fire Department. Between 1906 and 1910 many new firehouses were built and Engine 101 through 117; truck 30 through 34 were organized. Horribly, however a wall fell on Chief Horan and twenty-eight firefighters, killing them all. It was December 22, 1910; it was the Great Stockyard Fire at the Armor and Company Plant, a 4-11 with 5 specials. No other fire had such a savage toll on life.
