Our family has put flowers on a 19 year old soldier's grave for years. This soldier was never known to us, but he is buried next to my grandparents. My (now deceased) grandmother often visited my grandfather's grave and used to also place flowers on "her soldier boy's grave." Our family continues to put flowers on his grave, to honor him, and my grandmother's tradition.
