Frances was born in Iowa on June 8, 1866, to John and Martha (Light) Hallman. She was the oldest child, having eight sisters and one brother.

Sometime after 1885, Frances married Francis "Frank" Fowler. In 1890, the couple was living in Delta County, Michigan at the birth of their child, Florence Fowler, in Baldwin Township. They remained in the Delta County area and had two more children, Frederick (b 1891) and Matilda "Tilly" (b 1893). I believe Frances also had two children who died; this is according to the 1900 census that lists she had five children and three were living.

In May 1898, Frank died. At the time they were living in Brampton, Delta County. They owned 80 acres of land they had acquired via a US Gov Land Patent in May 1897 using the Homestead Act of 1862. This Act allowed settlement of public land, and after five years residence and improvements/cultivation of said land, the head of household could pay a $15 filing fee and make application for a deed.

Frank and Fannie mortgaged this land for the sum of Two Hundred Dollars in 1897. Upon Frank's death, Fannie lost the property, and it was sold at public auction in January 1900.

Fannie married William Kingsley in December of 1898, but he was much older than her, and they did not get along. Fannie left him and worked in a Steam Laundry and in a hotel in Escanaba to support herself and the children.

In early 1900, they were boarding with a family named Murphy in Baldwin. Fannie was their Housekeeper. Her sister, Rose Hallman Cobbledick, was living in Masonville, Delta County with her family as well, and Frederick "Freddie" stayed with them for a time during that year.

In November 1900, the Delta County Superintendents of the Poor petitioned the court to place Fannie's oldest children, Florence and Frederick, in the Michigan State School, due to her lack of ability to support them. Fannie agreed with the decision. The two children were taken to the State School in Coldwater, Michigan in December of 1900.

Fannie then married Marshall Barrett in 1901 and she and Tilly resided with him in Duluth, Minnesota.

Tilly, who married Charles Brown, died in February 1920 of influenza. Fannie and Marshall raised Tilly's youngest child, Franklin, who was born February 1920.

Upon Marshall Barrett's death in 1950, Frances was in poor health and went to live with her daughter, Florence, who resided in St Joseph County, Michigan. She lived there until her death on February 1, 1954.
