Police Officer Richard B. Arthur, DSN 3056, was commissioned as a Police officer on 06/03/1958 and entered the Saint Louis Police Academy. After completion of the academy he served in the following assignments throughout his career. They were the 9Th, 1St, Complaint Evaluation Section, and finally the 8Th District. During his career he was awarded the Meritorious Service Citation on 04/01/1959, and a 1 Chief's Letter of Commendation on 10/22/1979, both for service above and beyond the call of duty. When Officer Arthur retired on 07/14/1988 he had completed 30.04 years of faithful and dedicated service to the Saint Louis Metropolitan Police Department. Officer Arthur was also a veteran of the United States Army and achieved the rank of Specialist 3Rd Class.

Richard "Rich" B. Arthur, 78, of Jefferson City, died on Monday, October 7, 2013, at St. Mary's Health Center in Jefferson City. He was born on April 19, 1935, in Rolla, Missouri, the son of the late John Richard and Treal (Breuer) Arthur.

Richard enjoyed sharing his life with his longtime companion, Mary E. Pasco. He found great joy in fishing, traveling, and spending time with this lifelong friends and classmates.

Survivors include one son: John Richard Arthur (Rebecca) of Jefferson City; one daughter: Patricia Ann Feagans of Jefferson City; two sisters: Phyllis Arthur of Jefferson City, and Janette Barrons (Joseph) of Pensacola, Florida.
