BARBARA A. RINGER, who served as Register of Copyrights from 1973-1980 and as Acting Register from 1993-1994, died April 9 at age 83 in Lexington.
She was internationally known for her expertise in copyright law, was one of the drafters of the Universal Copyright Convention in 1955 and served on numerous national and international commissions on copyright. She was a champion for the rights of authors, creators and performers and was known for her brilliance in drafting legislation, her authorship of works on copyright and her ability to harmonize divergent points of view. A graduate of George Washington University and the Columbia University School of Law, Ringer began her career in the Copyright Office in 1949 and with the exception of three years (1971-1973) when she served as director of the Copyright Division of the United Nations Educational, Scientific and Cultural Organization (UNESCO), she held positions of increasing responsibility in the Copyright Office until her retirement as head of that agency in 1980. She lived in Chevy Chase, Maryland, for many years until becoming one of the original owners in the Harbour Square apartment cooperative in southwest Washington when that area was redeveloped in the 1960s. She maintained a residence there until 2000. After retiring to her farm near Millboro, she actively volunteered in local libraries, supported animal welfare organizations and worked to protect farm and scenic land from development.
