Richard Blow was born at his father Samuel Blow's plantation in Southampton County, Virginia, "The Quarter". He became a merchant and ship owner in Portsmouth and Norfolk. He married Frances Phripp Wright in 1786 and had one child, George, who is buried with him at Cedar Grove Cemetery.
