Govan was the son of Robert Bussey Andrews and Effie Reagan Andrews. He was born and raised in Union Parish, Louisiana. Govan graduated from Linville High School in Linville, Union Parish, Louisiana. In 1941, Govan Reagan Andrews and Oma Russell were married.
In 1942, Govan entered the Seabees. Seabees are members of the United States Navy construction battalions. He trained at Camp Endicott in Davisville, Rhode Island and Camp Parks, California. Govan was a Carpenter's Mate Second Class. He served in the Aleutians. in 1945, Govan was discharged.
In 1957, Govan and Oma were living in Pritchard, Mobile County, Alabama. He was a construction worker.
James Norris, Govan's 3rd great grandfather, served in the War of 1812. Four of Govan's ancestors are documented Daughters of the American Revolution soldiers and patriots. These DAR ancestors are George Bussey, Zadock Bussey, James Patrick and Josiah Norris.
