Military engineer. He was born in San Fernando, Tamaulipas. He studied at the military school, where it was titled as engineer in 1899, in the United States. He was a member of the Commission on the limits between Mexico and the United States in 1894 to 1895, having held various positions in the Secretariat of war and head of the presidential greater State in 1911.

He fought against Madero in Chihuahua, in large houses and served the Government of Victoriano Huerta as Governor of the Federal District and Director of the military college. Upon dissolution of the Federal Army after the Treaty of Teoloyucan was banished in New York, where he died.

He was married to Adelaida Petitpain on 18 Jun 1895 in Matamoros, Mexico until his death.
