The last of six children born to Henry Harvey & Nancy Ann (Whipple-Degolyer) Clevenger of Rushville, Rush Co IN, Joseph married Catherine "Katie" Shepler on 31 Jul 1898 in Rush Co IN, daughter of Charles A & Cornelia Ann (Hendricks) Shepler.

With no income to provide for them, the children were sent to children's homes. From there, they were relocated to other homes or to the custody of good samaritans. Three of the children were eventually returned to their mother: Gladstone, Gladys & Catherine. Frances was adopted by the MacDonald family.

Eight Delinquents in Juvenile Court to be cared for by County. -
Eight Delinquent children have been sent to state homes in juvenile court, conditions in their homes having been such that it was not thought advisable for them to continue to live with their relatives. Blanch, Gustus, Frances, Harvey, Joseph and Catherine Clevenger, children of Mrs. Kate Clevenger, will be taken to the Gordon home in Shelbyville. Their father is dead. Gladys Clevenger, another child of Kate Clevenger, will be taken to the Home of the Good Shepherd in Indianapolis."
