He was born in Warrington Township, Bucks County, PA in 1821, the son of Rudolph and Hannah (Livezey) Radcliffe, both of whom were descendants of old Quaker families. He married Rebecca Hallowell Brand 30 May 1846 in Bucks County, PA and was the father of eight children. He died at the Filbert Street U.S. Army Hospital in Philadelphia, PA 15 Jul 1864 from wounds received in action at Hawe's Shop, VA. Family tradition says that he refused to have his leg amputated and ultimately died from blood poisoning.
