Arthur was born on Mulberry Creek in Claiborne County, now Hancock County, Tennessee. He served as a private in Company K of 12th Kansas Volunteer Infantry and was severely wounded at the Battle of Jenkin's Ferry on the Saline River in Arkansas.

He first married Nancy Jane Marrs on 8 February 1865 in Bourbon County, Kansas. After her death, he married Rachel Jane Rees 2 July 1889 at his brother-in-law Harrison Marrs's home in Linn County, Kansas.

The father of 12, he died of chronic myocarditis at the age of 94 at the Ball Health School in Excelsior Springs, Missouri.

Although his real middle name was Ingalls, he acquired the middle initial "J" as a transcription error on a Civil War roster; he decided to keep the "J" in later life.
