The son of Thomas & Fronica Frances (Keener) Blaney, in 1860 he was a teacher and farmer living with his family in Lower Windsor Township, York County, Pennsylvania. He stood 5' 8" tall and had dark hair and brown eyes.

A Civil War veteran, he enlisted and mustered into federal service at Harrisburg March 24, 1865, as a private with the 101st Pennsylvania Infantry in the second organization of Co. D, and honorably discharged with his company June 25, 1865.

By 1870, he was living in Marshall County, Kansas, with his brother Henry (see Findagrave #30032431) and was still teaching school. He married Frances Isabelle "Belle" lnu. in 1872 and fathered Mabel B. (b. 06/??/74), William T. (b. 08/??/77), Estella F. (b. 08/??/81), James E. (b. 07/??/89), and Isla [Lila?] (b. 07/??/91).
