Phil was the son of Sybil Schrimsher and Dallas Dowell Strickland.
Phil attended Baylor University and graduated from the University of Texas. He earned a law degree from the University of Texas in 1966. After working for a year in a law firm, he began work at the Christian Life Commission of the Baptist General Convention of Texas in 1967. He served as Executive Director of the CLC from 1980 until his death.
Phil was a strong advocate for social justice and Christian ethics. He was a voice for the powerless in the halls of government and a prophetic voice to Texas Baptists. He was active in his home church, Wilshire Baptist in Dallas.
In a speech he wrote shortly before his death, he wrote, "Prophecy requires the capacity to grieve about injustice, to quit pretending that things are all right, to imagine that things could be different, and courageously to say so to the people, risking the consequences. It requires confronting the principalities and powers. For compassion to move to action requires an alliance of love, power, and justice."
