Charles resided in Jacksonville, Florida for many years and attended Fishweir Grammar School and John Gorrie Junior High. He graduated from Maury High in Norfolk, Va., and the University of North Carolina.

He proudly served in the Navy during World War II, achieving impressive accolades and was manager of The Western Auto Store in Amelia, VA. He married Audrey Rowe, and had a son Charles Dilke O'Connor Jr.

His beautiful, promising life was cut short in a tragic car accident near Fredericksburg,VA
