Bill was the son of Martin E.Bailey(1915-1980)and Stella Hosmer Bailey(1916-1996). He was born Aug 12, 1942 in Middlefield, Geauga, Ohio.

In his sophomore year (1958)of high school, he built a spaceship. He won second in the New Mexico State Science Fair and went on to be a finalist in the National Science Fair in Hartford, Connecticut. He also won a Navy Cruise on an aircraft carrier in San Diego, California.

In 1960, he graduated from Lovington High School, Lovington, Lea, New Mexico.

In 1963, he was a sophomore at the New Mexico Institute of Mining and Technology in Socorro, New Mexico. During the summer, he attended Officers Candidate School for the Navy in Newport, Rhode Island.

On Aug 4, 1963, he died from an acute asthmatic attack in Newport, Rhode Island. He was only 8 days from being 21 years old.

He is buried in the Mt Olivet Cemetery in Buena Vista, Colorado.
