Roscoe Richard "Dick" Allen was born July 9, 1915, to Ruth Marie OBrian and Harold Brumage in Missouri Valley, Iowa. He was the first child born and his twin brother, Robert, followed him. The boys were adopted by Thomas C. and Luella Abernathy Allen who traveled to Rawlins, Wyo., where they homesteaded.
He joined the Wyoming Civil Conservation Corps, in which he built roads and learned he had a knack for fixing mechanical problems. While working in Pinedale, Wyo., he met a young waitress named Ann Elizabeth Baxter and shortly afterwards they wed on July 15, 1938, in Big Piney, Wyo.
He worked for many companies as a master mechanic and as his reputation grew, he was never without work.
In 1966, he lost his bride Ann. He was working for a logging company in Idaho. In 1969 he met and married Wilma Cook Nowlin, and they made their home in Wallace, Idaho. After retiring and deciding not to shovel snow anymore, they moved to beautiful Whidbey Island, settling in Clinton, Washington.
He is survived by his wife, Wilma Allen of Clinton; children, Dixie Ann Ekker and Nancy Lue Ogden; step-children,Rodney James Nowlin, Roxie Fern Nowlin Davis and Roy Albert Nowlin; several grandchildren and great-grandchildren.
He was a lifetime member of the Benevolent Order of the Elks.
He was buried at Forest Cemetery in Coeur d'Alene, Idaho. Services were held on Nov. 6, 2004.
