Son of Albert Jackson & Alice Angeline (Butler) Rumsey & husband of Anna Ella (Ayers). McIntosh County was known as Creek Territory when he was born. His family was the first white family in the area. He & Anna married in Eufaula, OK and they moved to the Blaine County, OK area between 1927 - 1931. He was a cotton farmer and mechanic. Virgil was a music lover and known to always be singing. He had a hymn that he wrote, "They Are Waiting For Me" that was published in a songbook called "Glory Bells". He & Anna were the parents of David Allen, Ora Evelyn (m. Harley Underwood), Clarence Willard, Carl Lee, Mary Nell (m. Loyd Smith - a 1st cousin to Harley Underwood), Martha Alice (m. James Kermit Bailey), Vera Colleen (m. Bill Sipes), Virgil Ray, Ivan Clark & Louis John. Their first child (before David Allen) was a boy who was somehow killed by the forceps when he was born and is buried in Eufaula.
