Bill was born August 30, 1941 in Montpelier, Idaho, the son of David George and Bertha Parker Boehme. He was reared and educated in Paris, Idaho and Nibley, Utah.

He married Barbara Jeanne Manning on July 20, 1962 in the Logan LDS Temple. Until the time of his tumor, Bill worked as a sheet rocker. He also worked for Tri-Miller Packing Co. and Im-Pruv-All Tire.

He was a member of the LDS church. He loved to go fishing and boating at Lake Powell, crocheting afghans and rainbows, guns and reloading, scouting, and spending time with his family.
