He was a son of Enoch Harvey and Lucinda Massey Vance; married Margarette Shanberger; after her death he married Dixie Trundle and then married Lucy Agnes Benham after the death of Dixie. James owned a hotel in Bigelow, Arkansas, and had a law office on the third floor of the hotel. He was educated at Abingdon College, Galesburg, Ilinois, and was granted a license to practice law in 1875.
