Walter was a "Book maker" according to the Newton, Middlesex, Massachusetts Vital Record of the birth of his daughter, Ellen Maria Hagar, in 1850.
He was a pioneer paper manufacturer. The family moved to Ohio sometime during the 1878s and first settled at Eaton, Ohio. They moved to Clfton, Ohio where he built a paper mill which was still standing in 1939 as one of the landmarks in the village at the time of the death of his daughter, Sarah Bowman Hagar.
Walter founded the Hagar Straw Board and Paper Co. in Cedarville, with his son, Edwin, which was sold during the late 1930s to the Mead Corp., Chillicothe, Ohio.
The Saturday, May 7, 1898 edition of the Xenia Gazette reported: "We are sorry to learn that Mr. Walter Hagar of North King Street, one of our well-known citizens, has been quite sick for the past few days. On last Thursday morning he suffered a stroke of paralysis and has since been seriously ill, though he was reported somewhat improved this morning."
The Saturday, May 14, 1898 edition of the Xenia Gazette reported: "Mr. Walter Hagar, who was stricken with paralysis a few days ago, does not show much change for the better."

Mr. Walter Hagar, president of the Cedarville Paper Mill, died at his home in Xenia Thursday at the age of 75 years. Mr. Hagar was well known in this vicinity. He was the last of a family of 11 children. His wife and four children survive him.
