Horace L. Willis, 87, of Pineville, died at 7 p.m. Wednesday in Veterans Administration Medical Center.

He was a former president of the Red River Atchafalaya and Bayou Bouef Levee Board, having been appointed in 1960, and served as superintendent of maintenance and construction at Louisiana College for 50 years.

He was a mayor of Pineville for three years after having served as a councilman for Pineville for five years. He was the winner of the first intercollegiate medal for athletics awarded to a Louisiana College athlete in a track meet in Natchitoches.

He received a bachelor of arts degree from Louisiana College. He was an army veteran and served overseas with the 75th Railroad Artillery as chief mechanic before being discharged in 1919.

He was commissioned in the Louisiana National Guard as a second lieutenant in 1926 and was placed on inactive reserve with the rank of major in 1943.

Willis was civil defense director for the City of Pineville for 10 years. He was a charter member of the First Baptist Church, Pineville, a member of the Pineville Kiwanis Club, Ward 10 Lions Club, Solomon Lodge No. 221, F. & A. M., and past High Priest of Keystone Chapter No. 44. He was Louisiana past master of Summit Council No. 12, Alexandria; past commander of Trinity Commandery No. 8, Alexandria, and El Karubah Shrine Temple in Shreveport. He was also past sovereign of St. Matthew Conclave, Red Cross of Constantine in Shreveport. He was a member of H. C. & M. E., Duncan Chapter of Eastern Star, Pineville, and preceptor of John of Patmos No. XLII, H. R. A. K. T. P., Shreveport. He was also a charter member of George M. Simmons Post No. 3 American Legion and a charter member of Veterans of World War I of the U.S.A.

Survivors include his wife, Jane Willis of Pineville.

Services will be held at 10 a.m. Friday in the chapel of Rush, Pineville with the Rev. Roger Richards officiating. Burial will be in Greenwood Memorial Park.
