Frances was the daughter of Patrick Sweeney and Rose Mooney. She immigrated with her mother and some siblings in 1898. She first married Forbes Arthur Shaw (1874-1921) with whom she had 3 children. After Forbes' death, she married John Frederick Millard in 1922.
