Cecil was born to Frank Sherman and Minnie Edith (Staley) Stanley of Tecumseh. He lived in Tecumseh all his life, with the exception of a brief time spent in Wyoming. He attended school up to the eighth grade. Cecil was self-employed since 1940, driving truck for hauling and freight companies plus he had his own sanitation service. He worked for the city of Tecumseh doing construction work. Prior to the 40's he and his brother, Melvin had their own truck line, he also worked for James Poultry Company.
Cecil was a member of the United Methodist church for over 50 years. He was devoted to sports and a lover of historical events and facts.
He was united in marriage to Clara A. Haack in Seneca, Kansas.
