Thelma was the daughter of Roy Ellsworth Smith and Maude Lee Owen Smith.

Her siblings were Evelyn Marie, Martha "Florence", Harvey Louis,, A Baby girl who died at 21 days, Roy Ellsworth, Jr., Lawrence Edward and Barbara Jean Smith.

Aunt Thelma was chief of staff and administrative aide to Rep. John "Jack" Shelley for three years in San Francisco and Washington, D.C.

She was married to John Francis Shelley in 1953.

Uncle Jack served as mayor of San Francisco between 1964 and 1968. He passed away in 1974.

From 1974 to 1976 Aunt Thelma served as assistant to the director of the San Francisco Mayor's Office of Employment and Training. She then served as assistant managing director and manager from 1976 to 1978 of the San Francisco Convention and Visitors Bureau Swig Pavilion/Visitor Information Center. From 1982 until retiring in 1998, she was managing director of the San Francisco War Memorial and Performing Arts Center.

Aunt Thelma is survived by a Son, two Daughters and two Grandchildren. And many Nieces and Nephews who love her very much.
