U.S. Congressman. He graduated from Huntington College Indiana, in 1942 and went on to serve as a Major in the U.S. Army Reserves during World War II. He graduated from Indiana University School of Law in 1949, was admitted to the bar and opened a law practice in Huntington, Indiana. Entering politics, he was a member of the Indiana State Legislature, (1949-50), elected prosecuting attorney of Huntington County, (1954-58) and served on the board of trustees of Huntington College. In 1959, he was elected as a Democrat to the Eighty-sixth Congress and to the next four succeeding Congresses, serving until 1969. He was again elected as a Democrat to the Ninety-second Congress and to the next two succeeding Congresses, serving (1971-77). While in office, he was also was instrumental in establishing of the 911 emergency phone systems which are used to this day. An unsuccessful candidate for reelection, he served as director of the regional intergovernmental operations for the Environmental Protection Agency, (1977-79) and interim president, for Huntington College, in 1989.
