Mabel was the youngest of six children (siblings: Sarah Elizabeth, Charles C., Kate R., Maude W., & Agnes W. ) born to Dillis Burgess & Sarah Isabella (Byles) Ward. Carlos & Mabel had two children (Clarence & Priscilla) before she died 30 July 1916 in Seattle.
On 9 May 1916, Carlos was first commissioned with the Quarter Master Corps of the US National Guard. On 5 August 1917, he was called to service as a Major with the US Army during WW-I. In 1918, he was promoted to Lieutenant Colonel. He served overseas from 13 December 1917 to 11 July 1919. He was released back to US National Guard duty on 6 August 1919.
About 1923, Carlos second married Mary L. ____ (still looking for her maiden name & birth/death dates) who was born in Georgia. They had one son, William Robert Penington, who according to Census record was born in New Mexico in 1926, but was raised in Tacoma while his father was assigned as a Supply Officer at the American Lake VA Medical Center in Steilacoom, WA.
On 16 September 1940, he was recalled to active service; receiving a promotion to Brigadier General. He was released from active duty on 16 December 1941 due to a line-of-duty disability while Commanding the 81st Infantry Brigade, 41st Division (aka the "Sunset Division").
He died at Fort Lewis Military Reservation in Pierce County, Washington at age 69.
