Charles was the son of William O. PAYNE and Emma GREEN. Charles married Mary Viola MILLS on March 28, 1889, in Vermilion Co., Illinois, and five children were born to the union: Fred W. (b. 1890), Homer Sylvester (b. 1892), Clarence Ray (b. 1894), Beulah (b. 1899), and Newton (b. 1907). The marriage ended in divorce before 1920, by which time Mary was living in Philadelphia, Pennsylvania, with sons Homer and Newton (called "Dick") and her second husband, Matt BORTNY. Mary died in 1924.

1870: Vermilion Co., Illinois. Two years old, and he already had lost his mother. He was living with his father, his sister, and his maternal grandparents, at his maternal grandparents' house.

1880: Vermilion Co., Illinois. His father had remarried, and he was living with his father and step mother. His father was the local butcher in Potomac, Illinois.

1900: Hancock Co., Illinois. He was living with his wife and with the oldest four of their five children. He was working as a day laborer.

1905: Fort Madison, Lee Co., Iowa. Listed as "C. B. Payne" on the Iowa state census, Charles was living with his wife and children Fred, Homer, Clarence, and Beulah.

1910: Lee Co., Iowa. He was working as a teamster and living with his wife and the youngest four of their children (17, 15, 11, and 3).

1930: McLean Co., Illinois. He was living with his son Fred and Fred's family. By then, Fred was a minister at a Methodist Episcopal church. Fred was in his 2nd marriage; his first wife had died. In addition to Fred and his wife, Fred's three children were in the household: Victor (16), Eileen (14), and James (3). Charles was reported as widowed and having no occupation.

The 1930 Census information was collected at his door on April 7, 1930. Charles died 16 months later.
