Civilian packer with Seventh U.S. Cavalry. Killed beside Pvt. William Nugent by a shot to the head on June 25, 1876 on Reno Hill. Employed by Lt. Eugene Gibbs, 6th Infantry, as a citizen packer, in Apri 1876, in St. Paul and assigned to Lt. Henry Nowlan, 7th U.S. Cavalry quartermaster on April 17, 1876 at Ft. Abraham Lincoln. Payment of $91.66 was due for the period May 1-June 25, 1876. Listed as F.G. Mann on the battlefield monument. The chief packer (John C. Wagoner) said Mann was from Maine and was a member of the Odd Fellows Lodge in Leavenworth.

Pvt. William O. Taylor: "When we arrived there Benteen's men were lieing (sic) flat on the ground with no protection at all that I saw...F.C. Mann, a civilian packer, lieing not over two feet from me was shot in the head and instantly killed, he had been doing some long range shooting, and raising his head just a little over the works for another shot, was struck and expired without a sound."
