Regimental Commander of the 101st Cavalry Regiment, NYNG, from , 1922 - to his death , in 1939. Colonel Howlett began his military career, with the 3rd Battery, NYNG, in 1899. Transferred to Troop C Cavalry on Oct. 10, 1902.Troop C expanded to Squadron C Cavalry, then to the 1st NY Cavalry Regiment. He served in the ranks, 2nd Lieutenant, 1st Lieutenant and Captain.
He was the commander of Troop E, 1st NY Cavalry, on the Mexican Border, 1916 - 1917.
On his return from the Mexican border he was promoted from Captain to Colonel, , commanding the NY 14th Infantry. The 14th NY Infantry was reorganized into the 2nd Pioneer Infantry, AEF.
In 1922, in the reorganization, of the National Guard after the World War, he was placed in command of the 101st Cavalry Regiment.
