Charles was the son of Carl Webb and Galdys Kropke Gardner. He attended Osbourn High School in Manassas, VA before joining the Navy in 1948. He served for five years. He went on work for various airlines, Atlantic Research, the FAA, Nationwide Insurance, and was the co-owner of Hillwood Mobile Sales.

Charles was past Master of the Haymarket Masonic Lodge #313, past President of the Gainesville Ruritan Club, a member of the Kena Shriners Temple in Fairfax, VA, and a member of Antioch Baptist Church, where he served as church organist.

Charles had many hobbies, and was an accomplished musician, playing a number of instruments. He played with a band for many years, sharing music with anyone who wanted to listen. He enjoyed all kinds of music, both creating and listening.

Charles was a dedicated long-time blood donor.

At the time of his passing, Charles was survived by his wife, Peggy, four children, seven grandchildren, two great-grandchildren, and one brother, Carl. He was preceded in death by his parents.
