William B. Downer was born in San Augustine County and moved to Patroon community with his parents when he was about 6 years old. He resided in Patroon a number of years, and when the site for the town of Center was selected he moved to Center and aided in cutting the timber from the town site.
He was the first merchant of Center, establishing a saloon and later a mercantile business. He later retired from business and farmed near Center. He "was stricken with a convulsion while on the streets and fell, sustaining an injury of the head, which caused his death."
Survivors included his wife and children: Otto S. Downer of Shreveport, Parker Downer of Bon Ami, LA, Matt Downer, Norvin Downer of Fort Worth, Clyde Downer, and James B. and Wayne Downer of Center.
