Willard "Bill" Earl Dodge was born June 1, 1916, in Yoakum, Lavaca County, Texas, the third of seven children and second son born to Weldon Chester and Mildred Sue (Dally) Dodge. Willard was named in honor of his Uncle Willard Ewell, his father's brother; however, at the onset of his military service, his name was mistaken to be Willard Earl, and Willard Earl it remained throughout the remainder of his life.

In 1925, Bill, along with his parents and siblings, Weldon Chester, Edna Thelma, Helen Mildred, Robert Henry and Howard Alvin, relocated to Dunsmuir, Siskiyou County, California, where sister Doris Ruth was born. In 1927, the children and their mother returned to reside in Texas.

Bill was a U S World War II Veteran, serving in the Marine Corps.

Bill married Billie Rebel Green. Bill and Billie lived in McLennan County, where daughter Norma Lynn was born, in Dallas County where daughter Beverly Elaine was born and in Palo Pinto County where daughter Linda Kay was born. The family later settled in Joplin, Jasper County, Missouri, where their youngest child and only son, David Keith, was born.

Bill passed away on February 18, 2001, at age 84.
