James Robert Hillary Devlin was born on his parents farm in the Smithville district of Abbeville, South Carolina on November 3, 1850. He was the brother of Elizabeth Devlin (1834), Martha Devlin (1836), Sarah "Sallie" M. Devlin (1838 – 1905), John Andrew Devlin (1840 – 1901), William P Devlin (1843 – 1925), Catherine L. Devlin (1845 – 1916), Emma Devlin Watson (1848 – 1903) and Nina Essie Devlin Muse (1853 – 1941) {my great-grandmother}.

Robert was first married to Alice Green Johnson, with whom he had four children - Walter, Oscar, Jerome and Bennie. After Alice died, he married Annie Eliza Agnew with whom he had four children - only one growing to her adult years; Sarah Lucille.

For many years, Robert Devlin was Postmaster of Bradley, until he resigned his post in July 1902.

Robert Hillary Devlin died August 14, 1918 on his farm in Verdery, South Carolina. He is buried in Cedar Springs A.R.P. churchyard cemetery along side his two wives, Alice and Annie and his children.
