Former Apostolic Nuncio in Kuwait and Archbishop of the Titular See of Antium, Rivarolo Canavese born Monsignor Giuseppe De Andrea was the son of Antonio De Andrea and Antonietta Marchetti. Yunger brother of Msgr. Giovanni De Andrea, former Vice-President of the Labour Office of the Apostolic See and Archbishop of the Titular See of Aquaviva, Giuseppe was ordained priest through the Consolata Missionaries by Bishop Paolo Rostagno of Ivrea on June 21, 1953. Holding degrees in theology from the Pontifical Gregorian University in Rome, Italy, and in Pedagogy from the Catholic University of America in Washington, D.C. Member of the faculty of Nkubu Secondary School, Meru, Kenya between 1956 and 1958. in the latter year he was incardinating with the diocesan clergy of the Diocese of Greensburg, Pennsylvania, serving in various pastoral, educational and administrative positions. From 1961 till 1964 he was professor of theology at Seton Hill College and from 1964 to 1967, headmaster at St. Joseph Hall Preparatory School in Greensburg.

Attaché at the Permanent Observer Mission of the Holy See to the United Nations in New York from 1983 till 1994, in the latter he was appointed Under-Secretary of the Pontifical Council for the Pastoral Care of Migrants and Itinerant People. Pope John Paul II conferred to him the honours of Chaplain to His Holiness in 1985, Prelate of Honour of His Holiness in 1990, Canon of St. Peter's Basilica and Apostolic Protonotary in 1999.

On December 13 of the latter year the same Pontiff appointed him chargé d'affaires of the Apostolic Nunciatures in Kuwait, Yemen, Bahrain, and of the Apostolic Delegation of the Arabian Peninsula. Arriving in Kuwait of January 18, 2000 to assume his duties.

On June 28, 2001, Pope John Paul II appointed De Andrea, Apostolic Nuncio in Kuwait, Yemen and Bahrain, and Apostolic Delegate for the Arabian Peninsula, raising him at the same time to the episcopacy as Archbishop of the Titular See of Anzio, receiving his episcopal consecration on the following September 20 at St. Peter's Patriarchal Vatican Basilica from Cardinal Angelo Sodano. assisted by his brother Archbishop Giovanni De Andrea and Bishop Anthony Gerard Bosco of Greensburg.

Appointed Apostolic Nuncio in Qatar on November 29, 2003, Msgr. De Andrea retired from office on August 27, 2005. Assessor of the Equestrian Order of the Holy Sepulchre of Jerusalem, he spent his last years in Rome where he passed away at the local Policlinico Gemelli on Wednesday, June 29, 2016, aged 86. Keeping like his brother, strong ties with his native Rivarolo, his body was flown to Ivrea from Rome following the celebration of a funeral Mass inside St. Peter's Patriarchal Vatican Basilica on Friday, July 1. Laid out in state at the Chiesa di San Francesco of Rivarolo on Saturday between 9 and 12 hrs., another funeral Mass was held at the Chiesa di San Giacomo Apostolo at 14.30 hrs. Successively, he was laid to rest in the local cemetery alongside his brother Archbishop Giovanni.
