A native of South Norfolk, he was the son of the late Luther Edward Casper Sr. and Margaret Naomi Castello Casper. A member of the Army National Guard, he worked for Gulf Oil Company for many years and later for Berkley Machine Works.
He is survived by two brothers, William E. "Bill" Casper and his wife Sarah and Roy Lee Casper and his wife Patti, all of Chesapeake; and many nieces and nephews.
A funeral will be held at 11 a.m. Tuesday in Graham Funeral Home, South Norfolk Chapel, with the Rev. Johnny McDonald officiating. Burial will follow in Riverside Memorial Park. The family will receive friends at the funeral home from 7 to 8 p.m. today and at the residence at all other times. F
