Cecil C. Carter, 83, 41 Hibiscus Ave., died Nov. 5, 1997, at Flagler Hospital. He was born in Leblanc, La., and he came to St. Augustine in 1928. He was a retired manager for Pan American at Patrick Air Force Base, and he was a member of the Church of the Nazarene. He was also a member of the Pan American Retirees Club, a charter and life member of the Missile Space and Range Pioneers, Inc., the Audubon Society, the Sierra Club, the Nature's Conservancy Club, Save the Trees Club, American Institute of Astronautics and Aeronautics and the American Society of Military Engineers.

Memorial services will be announced at a later date. Those wishing may make a contribution, in his memory, to a favorite charity.

Survivors include his wife, Margaret; three sons, Charles, Satellite Beach, Gary, Greenwich, Md., Mark, Casselberry; two sisters, Betty Jean DeKay, St. Augustine, Geraldine Efert, Longmont, Col.; two brothers, Gerald and Harold, both of St. Augustine; and three grandchildren.
