He was the son of William Carroll and Catherine O'Dell Carroll. On October 4, 1855 as Charles Carrol, he married Susan Guerin in St. John, Ireland.

Death Of Charles O. Carroll
Esteemed Citizen of Maryland Passes Away, Aged Eighty-Two
Charles O’Dell Carroll, an aged and esteemed citizen of Prince George’s County, died Thursday morning after an illness of several days, at the home of his son, William C. Carroll, at College Park. The deceased was aged eighty-two at the time of his death. He was employed as agent for the Baltimore and Ohio at College Park, a position he has filled since 1882. His vitality is shown from the fact that three weeks ago he attended a meeting of the Masonic order at Beltsville in company with several gentlemen from College Park and on their way home they missed the train on which they had intended to take passage. The members of the party, headed by Mr. Carroll, walked the distance, six miles, to their respective home.
The deceased was born in Tipperary County, Ireland in the year 1818. He was engaged in the old country in the wholesale flour business, but sold out to come to America in 1860. He settled in Baltimore where he engaged in the real estate business with ex-Representative J. O’Brien of that city. Later he left Baltimore to accept a position under the government at Washington under Grant’s administration. He was a member of the Masonic lodge, chapter and commandery, a man of high character and respected by all who knew him. The funeral service, which will be under the auspices of Mount Hermon Masonic Lodge of Hyattsville, will take place from his late home at College Park tomorrow at 2 o’clock. The interment will be in a vault at Glenwood Cemetery. The Masonic lodge of which the deceased was a charter member, will attend in a body.
