Billie Joyce Brown Elsea, 69, of Berryville, Virginia, died Thursday, July 28, 2016 in the Winchester Medical Center with her family by her side.
Mrs. Elsea was born November 12, 1946 in Winchester, Virginia, the daughter of the late Cecil Franklin Brown and Lucille Cooper Brown.
She retired from the City of Winchester as an Administrative Assistant in the Assessor’s Office.
Surviving with her husband, Donnie Lloyd Elsea, are two sons, Nathan Lloyd Elsea of Berryville, VA and Paul Michael Elsea and Lauren of Winchester, VA; a brother, Richard Franklin Brown and Hunter of Goochland, VA; and a granddaughter, Charlotte Rose Elsea, due to be born in November.
A sister, Shirley Catherine Brown Mayle, preceded her in death.
