On the night of November 25, 1950, Chinese Communist Forces (CCF) attacked the entire U.S. Eighth Army front in an action known as the "Second Phase Offensive." The 2nd Infantry Division's 9th Infantry Regiment, holding positions along the western bank of the Ch'ongch'on River, bore the brunt of the initial CCF onslaught. During the attack, several CCF infantry companies infiltrated the front lines and left flank of the regiment, forcing the regiment into a rapid and confusing fighting withdrawal which lasted several days. Many members of the 9th Infantry were captured, killed, or went missing as U.S. troops withdrew first to Kunu-ri, and then through Sunchon, and Pyongyang.

Corporal Johnnie Graham Bell Jr., who joined the U.S. Army from Texas, served with C Company, 1st Battalion, 9th Infantry Regiment, 2nd Infantry Division. He was reported missing in action on November 26, while his unit was defending the west bank of the Ch'onch'on River against Chinese infantry attacks. The circumstances surrounding his disappearance are uncertain; he was not seen to fall in battle and he was not reported to be a prisoner of war. After the war, his remains were not identified among those returned to U.S. custody. Today, Corporal Bell is memorialized on the Courts of the Missing at the National Memorial Cemetery of the Pacific.

Based on all information available, DPAA assessed the individual's case to be in the analytical category of Active Pursuit.
