Chloe was the daughter of Samuel and Henrietta Race Emery. She married Church Bassett on 13 November 1873 in Maumee, Lucas County, Ohio. The couple moved extensively and farmed in Ohio, Illinois and Missouri where they finally settled. They lived there for 40 years. and adopted a daughter named Clara.

Chloe was the granddaughter of Andrew Race (1778-1857) who was a scout and sharpshooter for General William Harrison. He first appeared in Ohio about 1797 following Wayne's troops and then went back to New York to gather his family. About 1810, he returned and settled in the Maumee River valley with his mother and brothers: William, Robert, and John. His brother William was killed by Indians in 1814. Chloe would have been 8 years old when her grandfather died.
