His early schooling was in New York and he was a graduate of New Mexico Military Institute, who later came to the Roswell area to manage South Springs Ranch as a project for Cornell University. This ranch has some of the finest cultivated and irrigated farmlands in the Pecos Valley. He met his wife, Anne Simpson of Lyons, N.Y., when they were both students in the Agricultural College at Cornell. Both were lovers of horses and took leading parts in the college horse shows where they won many prizes, excelling especially in the pair classes. Both played polo on the ROTC artillery horses and displayed an understanding and appreciation of fine horses. At South Springs Ranch, they bred prize Palomino horses including Muchacho De Oro, and Nautical, a prize-winning jumper featured in the Walt Disney film "The Horse with the Flying Tail."

Later, Babcock owned and operated his own grocery and service station. He became sheriff of Chaves County N.M., a position he held until 1963 when he was appointed state liquor director by then-Gov. Jack M. Campbell. After finishing the term, he came back to Roswell and operated the Roswell Typewriter Co. until 1970 when he moved to Louisiana.

Babcock moved back to Roswell in 1977, and successfully campaigned for the office of municipal court judge which he held at the time of his death.

His avocation remained horsemanship, and he served as a horse judge in this area during most of his life.

He was a member of Roswell Aerie, Fraternal Order of Eagles, Pecos Valley Horseman's Club; Dry Harbor Inc. and an former member of the Downtown Lions Club and Lodge No. 969.
