Cecil E. "Teedy" Ashley was born January 18, 1925, in Ogdensburg, a son of Cecil B. and Helen Miller Ashley . He graduated from Ogdensburg Free Academy in 1942 and served in the Navy during World War II, seeing duty aboard the USS Shelbark.

He married Mary Catherine Bernier of Ogdensburg June 2, 1948, at St. Mary's Cathedral with the Rev. John W. Ryan officiating.

Mr. Ashley worked at Al's Men's Shop in Ogdensburg until 1951, when he became associated with the Joseph Fisher & Sons clothing store. He later purchased the business from Hyman B. Fisher in 1978 and operated it until selling the store to David Powers in 1988.

On April 2, 1968, Mr. Ashley was appointed sanitary inspector by the Ogdensburg city board of health, replacing Edward G. Johnson.

Active in community affairs, Mr. Ashley was a charter member of the Ogdensburg Lions Club, a former director of the Ogdensburg Chamber of Commerce and a third degree member of the Ogdensburg Knights of Columbus Council. He was a member of Ogdensburg Veterans of Foreign Wars and American Legion, and a communicant of St. Mary's Cathedral.

Mr. Ashley was also an avid golfer and bowler, and enjoyed camping near the St. Lawrence Rive
