Born in Hanover, he was the son of Carrie Leppo Arter, of Baltimore Pike, Littlestown and the late Edgar L. Arter Sr.
He attended Littlestown High School and was retired from the Army where he served for 21 1/2 years. He was a former employee of Schultz Chevrolet of Hanover. He was a member of Jesus Christ of Latter Day Saints, Spring Ave., Hanover and Littlestown VFW.
In addition to his mother and wife he is survived by one daughter, Patricia A. Moore of New Oxford, three sons, Richard A. Arter of Red Lion, Roger Dale Arter of Abbottstown and Robert L. Arter Jr., of Littlestown, one brother Kenneth Arter of Frederick, two sisters, Arlene Hinton of Hattiesburg, Miss., and Marion Crushong of Lottlestown and seven grandchildren.
Services will be held Wednesday at 11 a.m. from the Church of Jesus Christ Latter Day Saints with Bishop William H. Powell officiating.
Interment will be in Marburg Memorial Gardens, Hanover.
Military services will be conducted by the Littlestown Allied Veterans.
