Chan was born in Korea in 1870. He immigrated to the US about 1906. He was single and was a laborer in Josephine County in southern Oregon.
On 9/16/1936 he was admitted to the Oregon State Hospital, a residential facility in Salem, Oregon for the treatment of people with mental illness. After living there for 1 year and 9 months he died from diabetes at the institution at the age of 68.
