Virginia Governor. He attended Wake Forest College, received a law degree at the University of Virginia, in 1913 and proceeded to practice law in Charlottesville, North Carolina. During World War I, he served as a Private in the U.S. Army. After the war, he relocated to Virginia, continued to practice law, was a member of the Virginia House of Delegates, (1930-34) and was a member of the Virginia Senate, (1934-50). In 1950, he was elected as a Democrat the 56th Governor of Virginia, serving until 1954. As Governor, he was an advocate of social reforms, pressed for additional funding for school construction, improvements in hospitals, expansion of local health centers and for raises in teachers' salaries. After leaving office, he was a partner in the law firm of Perkins, Battle and Minor and was appointed by President Dwight D. Eisenhower to serve on the U.S. Civil Rights Commission in 1959. (bio by: John "J-Cat" Griffith)
