US Congressman. He served as Prothonotary of New Castle County Delaware from 1852 to 1856. Elected to represent Delaware to the U.S. Congress and served from 1857 to 1861. Served a second time as Prothonotary of New Castle County Delaware from 1862 to 1867. Elected and served as Mayor of Wilmington, Delaware from 1875 to 1878. Appointed a member of the commission to settle fishery disputes between New Jersey and Delaware in 1877.
