Francis was son of John Bates(ca.1774-1846) and Frances Burnett(ca.1778-1856)He married Sarah Elizabeth Bell(1818-1910)on Oct. 24, 1833, in Henry Co., Ga. They had 11 children: George W., Louisa Jane, Andrew Jackson, Francis Marion, Newton Lee,Jasper M.T., Rhoda Ann, James Knox Polk, John Henry T., Martha Caroline, and Sarah Elizabeth. He opened his medical practice during the Civil War and practiced in Milton, Forsyth, and Cherokee counties, Ga.
Five of his sons were in Confederate Army and one was in the Union Army. Two of the sons died in the war.

Francis' grandfather and grandmother were John and Mary Burnett of Virginia. John Burnett died in the winter of 1777/8 at Valley Forge, Pa.

Francis had 9 brothers and sisters. They are Jesse, Rhoda E., Reubin, Judith, George W.,(b.1809 and lived in Lafayette County, Fla.) Leroy (Lee), Frances Lucinda, Sarah Elizabeth, and Louisa Etta.
